Refinery Overview
The Trainer refinery is located on the Delaware River in Trainer, PA, about 10 miles southwest of the Philadelphia airport. The refinery has a crude oil processing capacity of 185 MBD and processes mainly light, low-sulfur crude oil.:
This position is responsible for maintaining safe, reliable and environmentally compliant operation of the units in a particular section of the refinery. The Business Team Leader (BTL) provides supervision, completes administrative duties, oversees training, and maintains performance of the shift operations organization including direct responsibility for Area Operations Supervisors, and second line responsibilities for Console Supervisors. The BTL acts as a representative of the Refinery Leadership Team in directing unit operations to accomplish business plan objectives, coordinating maintenance of area assets to support run plans and managing the area budget. The BTL establishes safety and environmental targets, unit reliability targets, budget compliance targets and personnel development plans that set the goals for the shift operations organization. Responsible for ensuring that resources, equipment, and work processes are in place to maintain compliance with ConocoPhillips and regulatory policies.
Primary Functions/Responsibilities & Essential Functions:
· Ensures the organization is following safe work practices, stops unsafe acts, enforces Plant Safety Rules, and uses principles of risk assessment to promptly address potential safety or environmental hazards in refinery.
· Trains for and serves in an ICS role as needed during emergency response incidents in the refinery.
· Verifies conformity with all safety and environmental compliance programs for operations such as Incident Investigation, Root Cause Analysis (RCA), Safe Operating Limits, Job Safety Analysis, Process Safety Management, Operating Procedures, Consent Decree, Operating Permits, safety meetings, safety and housekeeping audits, and Safe Practices and Procedures.
· Ensures prompt reporting of incidents, accidents, near misses and completion of appropriate investigation and resulting action items.
· Administers implementation of daily operating, maintenance and engineering plans by, arranging resources, prioritizing and coordinating business team activities, optimizing energy consumption and responsible for developing the area operating budget. Accountable for managing controllable costs (particularly Catalyst & Chemicals, Materials & Supplies and Environmental) including routine meetings to monitor budget status.
· Responsible for developing and maintaining an effective operations organization. Manages Area Operations Supervisors and Console Supervisors performance through use of coaching and counseling, performance feed back, and positive recognition or use of discipline when appropriate. Works with reporting Supervisors to develop operator performance management and training. Responsible for ensuring the organization is effectively performing operator rounds, shift handovers and utilizing operating procedures including PSM and refresher training, and annual certification of procedures as current and accurate. Establishes high work standard and expectations for organization.
· Accountable for achieving the objectives of the personnel development plan for the organization including actively participating in the development of training plans, ensuring organization engagement, and documenting progression.
· Accountable for achieving the efficient execution of the Operations/Maintenance interface in the Maintenance Work Flow Process by monitoring the maintenance schedule using key performance indicators and assuring the operations organization is effectively applying risk assessment priorities for directing maintenance resources across the organization. Shared accountability for the maintenance budget.
· Guides the Area Operations Supervisors with the development of shutdown and startup plans for unit outages including; unplanned outages, swoop downs, and turnarounds.
· Engage refinery or corporate resources as needed to support the effective resolution of operating issues.
· Accountable for administrative duties including Management of Change, procedure certifications, SAP requisitioning and SAP work notification processing.

Working Environment/Physical Demands:

· Occasional climbing stairs/ladders, bending, twisting, and squatting
· May require occasional periods of time in noisy environments
· Occasional work around high pressure, temperature, flammable material, chemicals, and congested work areas.
Qualifications
Qualifications:
· BS or higher engineering degree required
· Minimum ten years experience in refinery operations preferred.
· Legally authorized to work in the United States on a regular full-time basis.
