Refinery Overview

The Lake Charles refinery, located in Westlake, Louisiana, has a crude oil processing capacity of 239 MBD and processes mainly heavy, high-sulfur crude oil, as well as low-sulfur and acidic crude oil.  The Lake Charles refinery supplies feedstocks to Excel Paralubes and Penreco, joint ventures that are part of our Specialty Businesses function within the Refining & Marketing organization.

Description

This position is a combination of both labor relations and HR generalist responsibilities.  This individual will be the primary contact to provide direction with labor relations issues and consistent application of bargaining agreements, grievance administration, progressive discipline, general policy implementation, assisting with hourly recruiting and staffing, supervising the medical clinic and general HR support for the refinery.

Responsibilities

* Serves as a member of the on-site negotiations team and/or serves as primary resource to negotiators by providing information on provisions of current contract and significance of proposed changes.
* Serves as a consultant to management on labor contract administration & issue resolution.
* Creates and implements various policies and procedures for refinery management review and approval.
* Develops and trains new supervisors on labor relations for the refinery.
* Coordinates monthly labor relations meetings.
* Provides monthly Human Resources and Labor Relations metrics to refinery management and union.
* Primary contact for grievance administration and arbitration process.
* Management contact for consistent discipline application for the represented workforce.
* Monitors and tracks the refinery's Absence Control Policy.
* Assist with the staffing and recruiting of represented employees, e.g., operators, maintenance, etc.
* Serves as the primary backup for the refinery's HR Manager.
* Supervises the on-site medical clinic.
* Coordinate U.S. Refining-wide issues with Corporate's Industrial Relations representatives.
* Serves as a member of the refinery's emergency response team.

Basic/Required Qualifications

* Legally authorized to work in the United States on a regular, full-time basis with no restrictions
* Must be able to be Transportation Worker Identification Credential (TWIC) qualified (For more information, you can visit www.tsa.gov/what_we_do/layers/twic/index.shtm )
* Bachelor's degree
* 5 or more years of work experience in Labor Relations, including grievance process management
* 5 or more years of work experience as a Human Resources generalist

Preferred Qualifications

* Bachelor's degree or advanced degree in Human Resources with a specialization in Labor Relations or Industrial Relations
* 5 or more years of experience working in a Collective Bargaining/unionized work environment
* 5 or more years of experience as a first or second chair representative at the negotiating table during the collective bargaining process
* 5 or more years of experience as a first chair representative in grievance arbitration
* 3 or more years of experience in the refinery and/or chemical industry
* 3 or more years of experience working with the USW and/or PACE unions
* 2 or more years of supervisory experience
* Must be willing to recruit and staff positions within the refinery, and past experience doing so is preferred
* Demonstrated effective communication and leadership skills
