The Bayway Refinery is the largest refinery on the East Coast located in Linden, New Jersey. This major industrial complex runs over 240 kb/d of crude oil producing petroleum products including gasoline, diesel, heating oil, and jet fuel serving the New York metropolitan area.

An Instrument and Controls Project Engineer (ICE) is responsible for the design and implementation of process instrumentation and control systems from initial conception through field installation. An ICE is responsible for designs that provide the most reliable and cost-effective instrument and control systems. In addition, an ICE provides consulting services to process designers in developing process design specifications, develops operating and training manuals for mechanical and process personnel, and participates in training operating personnel. An ICE writes purchase and construction specifications and writes and performs Factory Acceptance Tests. An ICE uses vendor software programs for sizing safety and control valves. An ICE specifies, procures, and configures Programmable Logic Controllers, Digital Control Systems, and field hardware such as transmitters, controllers, and pneumatic and electronic transmission systems. An ICE utilizes American Petroleum Institute (API) Standards, Instrumentation, Systems and Automation Society (ISA) Standards, National Fire Protection Association (NFPA), and ConocoPhillips standards and practices to perform the above functions.

Responsibilities

The Instrument and Controls Project Engineer may be responsible for:

* Developing strategic plans for implementing/upgrading instrumentation and control systems
* Taking lead role on instrumentation and controls capital projects, including PLCs
* Identifying areas where instrumentation/controls can improve plant operation and profitability
* Developing capital and expense budget requirements related to instrumentation system upgrades, PM/PdM programs, repairs, expansions, etc
* Owning and leveraging the application of instrumentation safety standards, mechanical integrity, design, and maintenance
* Functioning as Project Engineer on instrumentation and control system capital projects and large maintenance projects
* Using documentation systems and processes which maintain accurate instrumentation equipment and control system information and drawings
* Supporting criticality assessments of the plant's instrumentation equipment
* Designing Refinery Safety Instrumented Systems (SIS) design and maintenance
* Performing Safety Integrity Level (SIL) analysis and engineering upgrades of safety instrumented systems
* Serving as a technical resource to properly identify new and existing equipment specifications and proper operating parameters/ranges for instrumentation equipment
* Overseeing application and interpretation of National Electric Code and other applicable city, state, federal codes and standards (e.g. NPRA, NFPA, API, ISA)
* Performing audits of instrumentation installations and process control loops including failure analysis inspections
* Interacting with engineering and construction contractors, both on-site and off-site.

Qualifications

Basic/Required Qualifications

* Must be legally authorized to work in the United States
* Must be at least 18 years of age
* Must possess a valid driver's license
* Must be willing and eligible to obtain or currently hold a valid Transportation Worker Identification Credential (TWIC)
* Must possess a bachelor's degree in Electrical Engineering, Chemical Engineering, Mechanical Engineering, or Industrial Engineering
* Must be willing and able to perform/comply with the following:
* Wear Nomex fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear, and eye protection)
* Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
* Climb up to 200 feet in height
* Work in enclosed spaces such as tanks.

Preferred Qualifications

* 10 or more years of experience in a refinery and/or chemical industry
* Demonstrated knowledge of distributed control systems such as Honeywell DCS hardware
* Proficient in use of SAP - PM & PS Modules
* Proficient in computer applications such as Word, Excel, Outlook, and MS Projects
* Expert knowledge of instrumentation and controls through design and field installation experience
* Knowledge of instrument maintenance practices
* Working knowledge of process control valve and safety valve selection, flow elements specification, and sizing
* Demonstrated knowledge and use of SPI (InTools) database and specifications
* Strong analytical skills including statistical analysis
* Strong interpersonal and written communication skills
* Ability to lead execution of work and resolve issues in a team environment
* Accepts ownership, is accountable, and delivers on commitments
* Ability to work in cross-functional teams
* Demonstrated knowledge and experience with programmable logic controllers such as Allen Bradley, Modicon, Triconex and HIMA
* Demonstrated knowledge and experience designing and supporting Safety Instrumented Systems (SIS), Safety Instrumented Functions (SIF), Layers of Protection Analysis (LOPA), and High Integrity Pressure Protection Systems (HIPPS).

* Being willing and eligible to obtain or currently hold a valid Transportation Worker Identification Credential (TWIC), and maintaining a valid TWIC.
